
New York City may be instituting a new policy that would, “require many ‘filmmakers’ (including kids videoing each other in line for a movie or anyone else using a camera for more than five minutes within a 100-foot square of city property) to get $1,000,000 in liability insurance and a city permit.“
The new rules were meant to be vague to offer police more discretion in enforcement of the rules, but they are so vague that anyone holding a camcorder and standing within 100 feet of public property for more than half an hour would be required to have a permit.
